glTF, the Khronos GL Transmission Format of JSON and a binary buffer, is what Godot, Babylon.js and three.js load cleanly, and the glTF Stair Generator writes staircases in it. Each step keeps a real 180 mm rise and 270 mm run at the chosen scale, so a stair in a game matches one on the tabletop; at 28 mm Heroic it is 3.2 mm tall. The page sets steps, width and scale.
