Fewer slicers read AMF than STL, but PrusaSlicer does, and AMF Cookie Cutter writes the cutter in that XML additive manufacturing format for anyone keeping a project in it. A heart, star, dinosaur, dragon or a dropped silhouette drawing becomes a cutter of any size across, with a 0.6 mm cutting edge, 12 mm height and a 3 mm rim to press on. It is shown as printed, rim down and mirrored, so the cookie comes out the right way round. StarForge 3D Modeling Software also gives a 3D Print STL File for 3D printing before a birthday bake.
